Deleting a project

Situation
You want to delete a project.
Recommendation
Only possible in pending_approval, planning or cancelled.
Why
A running project has time, cost and documents; deleting would lose the trail, so it is blocked.
Steps
- Check the project status.
- If running: cancel or close instead.
- If allowed: delete.
Avoid
- Delete child data to force the project deletion.
