The project goes pending_approval → approval Inbox → planning; if rejected, cancelled.

Large projects must be approved before planning and spending.
Steps
- Create the project with its budget.
- The system moves it to pending_approval.
- The approver acts in the approval Inbox.
- Approved → planning; rejected → cancelled.
Avoid
- Create with a low budget and raise it later to avoid approval.
